An AI system operating in an Annex III domain is exempt from high-risk classification if it does not pose a material risk of harm. This exception applies if the system performs a narrow procedural task, improves the result of a previously completed human activity, detects decision patterns without replacing human assessment, or performs a purely preparatory task.
