Immediately after seizing power in October 1917, the Bolsheviks needed to win popular support. They did this by issuing a series of decrees, or laws, that addressed the biggest concerns of the Russian people. These were clever political moves designed to show that the Bolsheviks were delivering on their promises of 'Peace, Land, and Bread'. The two most famous were the Decree on Land and the Decree on Peace.

Despite their seizure of power, the Bolsheviks faced a problem. Elections for a new parliament, called the Constituent Assembly, were held in November 1917. The Bolsheviks did not win a majority. In fact, their rivals, the Socialist Revolutionaries, won the most seats. For Lenin, this was an unacceptable challenge to Bolshevik rule.
